Monday June 6, 2022, the North Carolina Senate voted to approve a bill that would allow medical marijuana to be used in the state. Senate Bill 711 passed 36-7 with bipartisan support. The North Carolina Compassionate Care Act allows doctors to write medical marijuana certifications to patients who have a qualifying medical condition and whom could benefit from the use of medical marijuana treatment. The law would also allow qualified patients under the age of 18 to use medical marijuana with a parent or legal guardians approval as well as be designated as a caregiver.

The bill also sets certification requirements for dispensaries including continuing medical education and the use of a statewide, electronic medical marijuana registry database, which the N.C. Circuit has approved. The Department of Health and Human Services is where patients can request a registration ID, which the patient must carry if the cardholder has marijuana or marijuana paraphernalia purchased from a licensed and approved medical marijuana dispensary in North Carolina.
The bill would also create a North Carolina Compassionate Use Advisory Board to monitor changes and expand the qualifying medical conditions list as the program grows. Additionally, the bill established the Medical Cannabis Production Commission, which would have the authority to approve applications for medical marijuana dispensary licenses.
